Planning Commission requires the services of suitable officers for appointment to 2 posts of Senior Research Officer (Project Appraisal) in the PB-3 [Rs.15600-39100] Plus Grade Pay of Rs.6600/- (Revised) by Promotion/ Transfer on deputation (including short-term contract) basis.

1. Eligibility Conditions (As On Closing Date)

(A) For Deputation

Officers working in the Central/State Governments/Universities/Recognized Research Institutions/Public Sector Undertakings/Semi-Government, Statutory or Autonomous Organizations:

1. Holding analogous posts; or
2. With 5 years' service in posts in the scale of pay of Rs.8000-275-13500 (Pre-revised) [Revised PB-3 (Rs.15600-39100) plus Grade Pay Rs.5400] or equivalent; and
3. Possessing the educational qualifications, experience etc. as indicated under item No. 2 below.

(b) For Promotion

The Departmental Research Officers with five years regular service in the grade will also be considered and in case any of them is selected for appointment to the post, the same shall be deemed to have been filled by promotion.

"The departmental officers in the feeder category who are in the direct line of the promotion will not be eligible, for consideration for appointment on deputation/ contract. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.

The period of deputation/contract including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same organization/department shall not ordinarily exceed three years".

2. Educational qualifications/experience prescribed for the post of Senior Research officer (Project Appraisal) in the Planning Commission:

(I) Senior Research Officer (Project Appraisal) :

Essential

1. Master's Degree in Economics or Mathematics or Statistics or Operations Research or Science or a Bachelor's degree in Engineering or equivalent.
2. 5 years experience in Appraisal or investment proposals or Financial Analysis or Technical Analysis in Industrial or Research or Academic establishment.

Note 1: Qualifications are relaxable at the discretion of the U.P.S.C. in case of candidates otherwise well qualified.

Note 2: The qualification (s) regarding experience is/are relaxable at the discretion of the U.P.S.C. in the case of candidates belonging to the Scheduled Castes and Scheduled tribes if, at any stage of selection, the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

3. Age Limit:

The maximum age for appointment by transfer on deputation (including Short-Term Contract) shall not exceed 56 years as on the closing date of receipt of applications.

4. Duties Attached To The Post:

To assist the Senior Officers of the division in collection of data, preparation of notes and memoranda.

5. Period of Deputation/Contract:

Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall not ordinarily exceed three years.

The terms and conditions of the deputation will be regulated according to the instructions contained in the Government of India, Department of Personnel & Training Office Memo. No.2/29/91-Estt. (Pay-ll) dated the 5th January 1994, as amended from time to time and in the case of those coming on contract; the terms will be settled in consultation with the concerned authority.

6. Crucial Date For Determining Eligibility:

It will be the closing date for the receipt of application i.e. 60 days from the date of the issue of the Employment News in which the advertisement is published.

Within sixty days from the date of publication of this advertisement:

1. Up-to-date Confidential Report Dossier or photocopies of Annual Confidential Reports for the last five years (duly attested by an Officer not below the rank of the Under Secretary to the Government of India) or equivalent
2. Integrity certificate, in the given format, signed by an Officer not below the rank of Deputy Secretary to the Government of India or equivalent
3. Vigilance Clearance, in the given format, indicating that no disciplinary proceedings or criminal proceedings are either pending or contemplated against, the Officer concerned; and
4. List of major/minor penalties, if any, imposed on the candidate during the last 10 years/No penalty Certificate, in the given format.

8. General:
