Planning Commission requires the services of a suitable Officer for appointment to one post of Chief Librarian-cum-Documentation Officer on Deputation (including short-term contract) basis in the scale of pay of Rs.12000-375-16500 (Revised to Rs.15600-39100 + Grade Pay of Rs.7600).

Selection will be made by the UPSC.

Details of the vacancy is as under:

Scale of Pay: Rs.12000-375-16500 (Revised to Rs.15600-39100 + Grade Pay of Rs.7600 in PB 3)

Duties attached to the Post:

1. General Administration, Planning, Organisation and Management of the Library.
2. Work connected with the Library Committee as its Member-Secretary.
3. Supervision of documentation and bibliographical work.
4. Assist the researchers in planning and documentation of their research projects and to ensure availability of necessary documents.
5. Promotion of use of Library facilities among the members or the officers of the Planning Commission.

Eligibility (Will be determined as on Closing date):

Officers:

1. holding analogous posts on regular basis in the parent cadre/department; or
2. with 5 years service in the grade rendered after appointment thereto on a regular basis in the pre-revised scale of pay of Rs.10000-15200 or equivalent in the parent cadre/department; and
2. Possessing the educational qualifications and experience prescribed for the post, as indicated against qualification below under the Central / State Govts. / UT Administrations / Universities / Recognised Research Institutions / Public Undertakings.

Age Limit: The maximum age limit for appointment by Deputation (including Short-Term Contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

Crucial date for determining eligibility: It will be the closing date for receipt of applications as per this advertisement for the post.

Qualification and Experience for the Post:

Essential:

1. Master's Degree of a recognised University or equivalent.
2. Bachelor's Degree in Library Science of a recognised University or equivalent.
3. Twelve years experience in a library including experience of Documentation and Bibliographical work.

Desirable:

1. Post-Graduate Degree in Library Science from a recognised University or equivalent.
2. Published work in the journals (evidence to be furnished).
3. Working knowledge of any one modern European-Language other than English.

Period of Deputation / Contract: Period of deputation / Contract including period of deputation / Contract in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation / Department of the Central Government shall ordinarily not exceed four years.

The terms and conditions of deputation will be regularized according to the orders contained in the Govt. of India, DoPT's OM No.2/29/91-Estt.(PII), dated 5th January, 1994 as amended from time to time and in the case of those coming contract, the terms will be settled in consultation with the concerned authorities as per the instructions issued by DoPT.

Confidential Report Dossier / Attested Photocopies of last 5 years, Integrity Certificate, Vigilance Clearance Certificate and the list of major / minor penalties, if any, imposed on the officer during the last 10 years / No Penalty Certificate (in prescribed format) in respect of the officer are also required to be sent along with the application.
