Planning Commission requires the services of suitable officers for appointment to 2 posts of Senior Research Officer of various disciplines, i.e. one post each of Senior Research Officer (Sociology Social Planning) and Senior Research Officer (Natural Science) in the pre-revised pay scale of Rs.10000-325-15200 [corresponding revised Pay Band of Rs. 15600-39100 (PB-3) plus Grade Pay of Rs.6600/-] by Promotion/Transfer on deputation (including short-term contract) basis.
Eligibility Conditions (As on Closing Date):
(a) For Deputation: Officers working in the Central/State Governments/Universities/Recognised Research Institutions / Public Sector Undertakings / Semi- Government, Statutory or Autonomous Organisations:
Holding analogous posts or
With 5 years service in posts in scale of pay of Rs.8000-275-13500 (pre-revised) or equivalent and
Possessing the educational qualifications, experience etc. as indicated below.
(b) For Promotion:
The Departmental Research Officers with five years regular service in the grade will also be considered and in case any of them is selected for appointment to the post, the same shall be deemed to have been filled by promotion.
The departmental officers in the feeder category who are in the direct line of the promotion will not be eligible for consideration for appointment on deputation/contract.
Similarly, deputationists shall not be eligible for consideration for appointment by promotion. The period of deputation/contract including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same organisation/department shall not ordinarily exceed three years.
Educational qualifications/experience for Planning Commission Recruitment 2009:
I. Senior Research Officer (Sociology/Social Planning):
Essential:
Master's Degree in Sociology / Anthropolpgy / Social Science/Social Work of a recognised University or equivalent qualification.
5 years experience of work on problem of Social Welfare/Welfare of Backward classes in a recognised institution/Organisation/University or research in subjects relating to Social dynamics. Social Welfare and public administration.
Note:
Qualifications are relaxable at the discretion of the UPSC in case of candidates otherwise well qualified.
The qualification(s) regarding experience is/are relaxable at the discretion of the UPSC in the case of candidates belonging to the Scheduled Castes and Scheduled tribes if, at any stage of selection, the UPSC is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.
Desirable:
Training in methodology of social science research.
Experience of collection of data, their analysis and interpretation.
II. Senior Research Officer (Natural Science):
Essential:
Master's degree of a recognised University or equivalent qualification in any of the under mentioned subjects which may be specified in respect of post at the time of recruitment: Physics, Chemistry, Mathematics (including statistics), Botany, Zoology, Geology.
5 years experience of scientific and industrial research.
Note:

Desirable:
A Research Degree in Natural Sciences.
