Planning Commission Recruitment 2009 - Deputy Adviser

Planning Commission requires the services of suitable officers for appointment to one post each of Deputy Adviser (Project Appraisal), Deputy Adviser (Power), Deputy Adviser (Monitoring Power), and two posts of Deputy Adviser (Irrigation) to be filled up by composite method i.e. "Promotion/Transfer on Deputation (including short-term contract)" basis.

The selection for all the five posts will be made by the UPSC. Details of the vacancies are as under:

Scale of pay: Rs.15600-39100+ 7600 (Grade Pay) (for each post) (pre-revised Scale of pay of Rs.12000-375-16500).

Duties Attached to the post:

Deputy Adviser (Project Appraisal)

To undertake and supervise appraisal of investment proposals in the field of transport, tourism, communications, ports and shipping. Or To undertake and supervise appraisal of public private partnership projects, or To undertake and supervise appraisal of investment proposals in the field of industries & minerals, or To undertake and supervise appraisals of investment proposals in the field of Engineering / power / energy.

Deputy Adviser (Power)

  1. Formulation of Five year plans and Annual plans for Central and States Power Sector.
  2. Planning for Power Development Demand Forecasting and Generation Capacity Planning.
  3. Examination of thermal, hydel and nuclear power projects and associated transmission and distribution projects and Rural Electrification programme, Monitoring of the implementation of power projects.

Deputy Adviser (Monitoring-Power)

  1. To carry out load, demand, Energy balance studies for long term generation planning.
  2. To appraise project reports / CEA appraisal notes on power development programs.
  3. To prepare critical notes on the progress of implementation of power projects using CPM / PERT charts and to determine investments required on optimal basis.
  4. To monitor, review and make field visits to power projects to identify constraints and bottlenecks and reports them to senior officers in Planning Commission / Department of Power / CEA etc.
  5. To organize database/computerize available information in power sectors.

Deputy Adviser (Irrigation)

  1. Technical and economic approval of Irrigation, Flood Control Projects.
  2. To participate in the discussions with States and Central Ministries and formulation of plans and preparation of agenda and minutes thereof.
  3. To assist the Senior Officers of the Water Resources Division (Adviser & Joint Adviser) in dealing with all aspects of water 'resources' developments pertaining to irrigation. Flood control and command Area Development programs.

Eligibility:

For Deputation:

Officers holding analogous posts on regular basis or with 5 years regular service in posts in the pre-revised scale of pay of Rs.10000-325-15200 or equivalent under the Central / State Govts. / UT Administrations / Universities / Recognized Research Institutions / Public undertakings and possessing the qualifications and experience prescribed for all the above mentioned posts, as indicated below.

For Promotion:

Senior Research Officers of the Planning Commission with 5 years service in the grade rendered after appointment thereto on a regular basis and possessing the qualifications and experience prescribed for all the above mentioned posts as indicated below.

Age Limit:

The maximum age limit for appointment by Transfer on Deputation (including short-term contract) shall be not exceeding 56 years as on the crucial date for determining eligibility as indicated below.

Crucial date for determining Eligibility: It will be the closing date for receipt of applications as per this advertisement for all the above mentioned posts.

Qualifications and experience:

Deputy Adviser (Project Appraisal)

Essential:

  1. Masters Degree in Science/Economics/Mathematics/Statistics/Operations Research/Business Administration or Degree in Engineering/Technology of a recognized University or equivalent.
  2. Ten years experience in research/design/development or in the formulation of projects/programmes and their evaluation/appraisal or in the advise on choice of projects, or 10 years experience in the field of economics appraisal, project evaluation, economic policy formulation and co-operative planning.

Desirable:

  1. Doctorate Degree in the relevant Arts/Science subjects or Masters degree in Engineering.
  2. Experience of review/appraisal/choice of projects involving large investments. Or Experience in project appraisal work for national/international agencies or project management in the field.

Deputy Adviser (Power)

Essential:

  1. Degree in Electrical/Mechanical Engineering or Masters Degree in Physics/Chemistry/Mathematics of a recognized University or equivalent.
  2. 10 years experience in research/development/planning/execution in the field of power generation/transmission, Utilities development etc.

Desirable:

  1. Masters degree in Electrical/Mechanical Engineering or Doctorates degree in the relevant Science subjects of Physics/Chemistry/Mathematics of a recognized University or equivalent.
  2. Familiarity with problems of long term physical and financial planning in the field of power generation.
  3. Knowledge of electricity economics in relation to forecasting of demand, distribution and pricing.
  4. Experience of techno-economic evaluation, appraisal of projects/programmes/detailed project reports.

Deputy Adviser (Monitoring-Power)

Essential:

  1. Degree in Electrical/Mechanical Engineering or Masters degree in Physics/Chemistry/Mathematics/Computer Science of a recognized University or equivalent.
  2. 10 years research/design/development/planning/execution experience in the field of power generation and associate projects.

Desirable:

  1. Masters degree in Electrical/Mechanical Engineering or doctorate degree in the relevant Science subjects of Physics/Chemistry/Mathematics/Computer Science of a recognized University or equivalent.
  2. Knowledge or experience in progress appraisal and/or monitoring of power projects/power generation/consumption, etc.
  3. Knowledge /experience of computerization or computer application in monitoring power projects and design, development and operation of data base information system, etc.

Deputy Adviser (Irrigation)

Essential:

  1. Degree in Civil Engineering of a recognized University or equivalent.
  2. 10 years experience in research/design/development/planning/execution/administration in the field of Irrigation in all its diverse aspects like river valley projects water resources development, command area development, drainage, flood control, etc.

Desirable:

  1. Masters degree in Civil/Hydraulic/Water Resources Engineering/Hydrology.
  2. Experience of preparing critical reviews, appraisal reports, research reports etc. as evidenced by publications.

Period of Deputation/Contract:

Period of deputation/contract including period of deputation/contract in another ex-cadre post held immediately preceding this appointment in the same or some other Organization/Department of the Central Government shall ordinarily not exceed four years. The terms and conditions of deputation will be regulated according to the orders contained in the Govt. of India, DoPT's OM No. 2/29/ 91 -Estt, (Pll), dated 5th January, 1994 as amended from time to time and in the case of those coming on contract, the terms will be settled in consultation with concerned authorities as per the instructions issued by DoPT.

However, it is clarified that for the post of Deputy Adviser (Project Appraisal), the period of deputation will be upto 13/5/2011 or till regular incumbentt of the post joins back Planning Commission or whichever is earlier. The closing date for receipt of applications will be 60 days from the date of publication of advertisement. Confidential Report Dossier / Attested Photocopies of last 5 years, Integrity Certificate Vigilance Clearance Certificate and the list of major / minor penalties, if any imposed on the officer during the last 10 years/No Penalty Certificate (in prescribed format) in respect of the officer are also required to be sent along with the application.

Applicant should ensure that the application is complete in all respects & is in the prescribed proforma. No column of the format should be left blank. Wherever information is "Not Applicable" or it is "Nil" it may please be so stated.
