Planning Commission requires the services of suitable Officers for appointment to one post of each of Deputy Adviser (Project Appraisal) and Deputy Adviser (Power) to be filled up by composite method i.e."Promotion / Transfer on Deputation (including short-term contract)" basis.
The selection for both the posts will be made by the UPSC. However it is clarified that the appointment for the post of Deputy Adviser (Project Appraisal) either on promotion or deputation will be for the period upto 11/03/2013 or till the regular incumbent to the post in question joins back his post in planning commission.
Details of the vacancies are as under :-
1. Scale of Pay: P.S. 15600-39100 +7600 (Grade Pay) [for each post] Pre-revised Scale of Pay of Rs.12000-375-16500].
2. Duties Attached to the Post: Deputy Adviser (Project Appraisal).
To undertake and supervise appraisal of investment proposals in the field of. transport, tourism, communications, ports and shipping. OR
To undertake and supervise appraisal of public private partnership projects. OR
To undertake and supervise appraisal of investment proposals in the field of industries & minerals. OR
To undertake and supervise appraisal of investment proposals in the field of engineering / power/ energy.
Deputy Adviser (Power)
- Formulation of Five Year Plans and Annual Plans for Central and States Power Sector.
- Planning for Power Development - Demand Forecasting and Generation Capacity Planning.
Examination of thermal hydel and nuclear power projects and associated transmission and distribution projects and Rural Electrification programme, Monitoring of the implementation of power projects.
3. Eligibility for Planning Commission 2010 :
(I) For Deputation :
Officers holding analogous posts on regular basis or with 5 years' regular service in posts in the pre revised scale of pay of Rs.10000-325-15200 or equivalent under the Central/State Governments/UT Administrations / Universities / Recognised Research institutions/Public Undertakings and possessing the qualifications and experience prescribed for all the above mentioned posts as indicated against item No.6 hereunder.
(II) For Promotion :
Senior Research Officers of the Planning Commission with 5 years service in the grade rendered after appointment thereto on a regular basis and possessing the qualifications and experience prescribed for all the above mentioned posts as indicated against item No.6 here under.
4. Planning Commission Recruitment 2010 Age Limit :
The maximum age limit for appointment by Transfer on Deputation (including Short-Term Contract) shall be not exceeding 56 years as on the crucial date for determining eligibility as indicated against item No, 5 here under.
5. Crucial Date for Determining Eligibility :
It will be the closing date for receipt of applications as per this advertisement for all the above mentioned posts.
6. Qualifications and Experience: Deputy Adviser (Project Appraisal).
Essential :
Master's Degree in Science/Economics/Mathematics/Statistics Operations Research/Business Administration or Degree in Engineering/Technology of a recognized University or equivalent.
Ten years' experience in research/design/development cr in the formulation of projects/ programs and their evaluation/appraisal or in the advice on choice of projects. OR 10 years' experience in the field of economics appraisal project-evaluation, economic policy formulation and co-operative planning.
Desirable :
- Doctorate Degree in the relevant Arts / Science subjects or Master's degree in Engineering.
Experience of review/appraisal/choice of projects involving large investments. OR Experience in project appraisal work for national/international agencies or project management in the field.
Deputy Adviser (Power) :
Essential :
Degree in Electrical/Mechanical Engineering or Masters Degree in Physics / Chemistry/ Mathematics of a recognized University or equivalent.
10 years' experience in research/development/planning/execution in the field of power generation/transmission, Utilities development etc.
Desirable :
Master's degree in Electrical/Mechanical Engineering or Doctorate degree in the relevant Science subjects of Physics/Chemistry/Mathematics of a recognized University or equivalent.
Familiarity with problems of long term physical and financial planning in the field of power generation.
Knowledge of electricity economics in relation to forecasting of demand distribution and pricing.
Experience of tech no-economic evaluation, appraisal of projects/programmes/detailed project reports.
7. Period of Deputation/Contract :
Period of deputation / contract including period of deputation/contract in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation / Department of the Central Government shall ordinarily not exceed four years.
The terms and conditions of deputation will be regulated according to the orders contained in the Government, of India DoPT's OM No.2729/91 Estt.(P.II), dated 5th January ,1994 as amended from time to time and in the case of those coming on contract, the terms will be settled in consultation with the concerned authorities as per the instructions issued by DoPT.
However, it is clarified that for the post of Deputy Adviser (Project Appraisal), the period of deputation will be upto 11th March, 2013 or till regular incumbent of the post joins back Planning Commission or whichever is earlier.

The closing date for receipt of applications will be 60 days from the date of publication of advertisement in the Employment News Paper Dated 1 to 7th May. Confidential Report Dossier/Attested Photocopies of last 5 years, Integrity Certificate, Vigilance Clearance Certificate and the list of major/minor penalties, if any imposed on the officer during the last 10 years/No Penalty Certificate (in prescribed format) in respect of the officer are also required to be sent alongwith the application.

Wherever information is "Not Applicable" or it is "Nil", it may please be so stated.
