Labour Department Delhi Recruitment 2009 - Deputy Labour Commissioner

The Labour Department, Goverment, of NCT of Delhi is having 5 (Five) vacancies of Deputy Labour Commissioner carrying the pay scale of Rs.15600-39100 + 6600 (GP) which are to be filled by transfer on deputation.

The Department invites applications in the prescribed proforma of desirous/eligible candidates holding analogous posts under the Central/State Government of Officers of Danics / State Civil Service of any other State.

Period of Deputation (ISTC) including period of Deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the State/Central Goverment, shall ordinarily not to exceed three years.

The maximum age limit for appointment by Deputation (ISTC) shall be not exceeding 56 years as on the closing date of the receipt of applications.

The applications of suitable officers who are willing and eligible for the post and who can be spared immediately in the event of selection may be sent to this department within 60 days from the date of publication of this advertisement in Employment News.

The applications should be forwarded along with their Integrity Certificate, Vigilance Clearance, complete and up-to-date CR dossiers or photocopies of ACR's for the last 5 years duly attested by a Group A' Gazetted Officer.

It may also be ensured that no major/minor penalty has been imposed on the concerned officer during the tenure of preceding 10 years.

Applications received after the last date or without the ACRs (or attested photocopies of the ACRs) or otherwise found incomplete will not be considered.

Those applicants, whose names have already been sponsored through their respective department(s) in response to earlier advertisement published in Employment News of 30.12, 06-05.01.07 need not apply again.

No applicant will be permitted to withdraw his name after selection.

Qualification, experience and another details required for the post of Deputy Labour Commissioner in the Labour Department, Goverment, of Delhi.

01. Name of the post: Deputy Labour Commissioner

03. Classification: Group'A'(Gazetted, Ex-cadre)

04. Scale of Pay: Rs. 15600-39100+ 6600(GP)

05. Duties and Responsibilities of the Post:

  1. To exercise supervisory control over the working of the district offices of the Labour Department and officers/officials of the districts functioning under their supervisory control.
  2. To supervise the implementation of the various acts being enforced by the Labour Department.
  3. To function as
    1. Commissioner under the Workmen's compensations Act, 1923,
    2. Appellate / Authority under the Payment of Gratuity Act, 1972,
    3. Authority under the Minimum Wages Act, 1948
    4. Authority under the Delhi Shops & Establishments Act, 1954,
    5. Registering & Licensing Officer under the Contract Labour (Regulation & Abolition) Act, 1970,
    6. Certifying Officer under the Industrial Establishment (Standing Officers), Act, 1946,
    7. Assessing officer under the Building & Other Construction Workers Welfare cess Act, 1996 and rules framed thereunder,
    8. Under Secretary of the Implementation & Secretarial Cell.
  4. Any other work, as may be assigned by the Labour Commissioner and the Government from time to time.

06. Method of recruitment: Transfer on Deputation,

Suitable Officers holding analogous posts under the Central/State Government or Officers of DANICS / State Civil Service of any other State.

The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation.

Similarly, deputationists shall not be eligible for consideration/for appointment by promotion.

07. Period of deputation: The period of deputation / contract including period of deputation or contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed 3 years.
