Eligibility for Probationary Clerk Recruitment in Syndicate Bank 2010

A. Nationality / Citizenship : A candidate must be either

  1. a Citizen of India Or
  2. a subject of Nepal Or
  3. subject of Bhutan Or
  4. a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently settling in India Or
  5. a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.
  6. Provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.

A candidate in whose case a certificate of eligibility is necessary may be admitted to the examination/interview conducted by the Bank but on final selection the offer of appointment may be given only after the Government of India has issued the necessary eligibility certificate to him / her.

B. Minimum Educational Qualification (As on 01.03.2010):

For SC / ST / PC / EXS Candidates For OBC /General Candidates

Minimum 12th standard (10+2) pass or equivalent qualification with a minimum of aggregate 55% marks

Or

A degree from a recognized university (graduation level)

Or

Matriculate Ex-servicemen candidates, who have obtained the Indian Army Special Certificate of Education or corresponding certificate in the Navy or the Air Force, after having completed not less than 15 years of service in Armed Forces of the Union are also eligible for the post.

Minimum 12th standard (10+2) pass or equivalent qualification with a minimum of aggregate 60% marks

Or

A degree from a recognized university (graduation level)

Or

Matriculate Ex-servicemen candidates, who have obtained the Indian Army Special Certificate of Education or corresponding certificate in the Navy or the Air Force, after having completed not less than 15 years of service in Armed Forces of the Union are also eligible for the post.

(1) Should be able to write and speak English fluently.

(2) Knowledge of Official / Regional Language of the State / UT to which the candidate applies is essential.

(3) Computer Proficiency is essential.

Note:

  1. The candidates should have studied as regular students.
  2. In addition to the qualification, the Candidates should have working knowledge in Computers.
    1. The educational qualification prescribed for the post is the minimum. Candidates must possess the educational qualifications as on 01.03.2010 (inclusive).
    2. Candidates must specifically indicate the class/division and percentage of marks obtained calculated to the nearest two decimals in the relevant field of the online application. Where no percentage of marks is awarded by the University, but only CGPA/OGPA is awarded, the same should be converted into percentage, besides indicating the CGPA/OGPA in the online application.
    3. Candidates who are awaiting their results of the qualifying examination OR who have not passed the qualifying examination on or before 01.03.2010 are not eligible. In other words, the result of the qualifying examination, i.e., 12th standard (10+2) or equivalent qualification/graduation, as the case may be, should have been announced by the Board/University on or before 01.03.2010.

C. Age Limit (As on 01.03.2010) :

Minimum - 18 Years.

Maximum - 28 Years.

Relaxation in Upper Age Limit :

In case of candidates belonging to the following categories:

i) Scheduled Caste / Scheduled Tribe candidates by 5 years
ii) Other Backward Classes candidates by 3 years
iii) Persons with Disabilities (VI / HI / OC) By 10 years
iv)
All persons who have ordinarily been domiciled in Kashmir Division of J & K State during 01.01.1980 and 31.12.1989.
by 5 years
v) Ex-Servicemen
By 3 years (in addition to the actual period of service in the Defense Forces subject to a maximum age of 50 years).
vi)
Widows, divorced women and Women judicially separated from their husbands, who have not remarried.
by 9 years

Note:

  1. An Ex-Serviceman who has once joined a government job on the civil side after availing of the benefits given to him as an ex-serviceman for his re-employment, his ex-serviceman status for the purpose of re-employment in Government ceases.
  2. In the case of a candidate who is eligible for relaxation under more than one of the above categories, the age relaxation will be available on cumulative basis with any one of the remaining categories for which age relaxation is permitted as mentioned above. This cumulative age relaxation is available to SC/ST/OBC candidates only.
  3. Candidates claiming relaxation under 3 (i to iii) should produce necessary certificate as documentary proof at the time of interview.
  4. The candidates eligible for age relaxation under 3 (iv) above must produce the Domicile Certificate at the time of interview from the District Magistrate in the Kashmir Division within whose jurisdiction he/she had ordinarily resided or any other authority designated in this regard by Govt. of J & K to the effect that the candidate had ordinarily been domiciled in the Kashmir Division of the State of J & K during 1stJan. 1980 and the 31st day of December 1989.
  5. The Children / Family members of those who died in the 1984 riots will be given due consideration.

Reservations :

A. Reservation for SC / ST / OBC / PC / EXS candidates will be provided as per Government guidelines.

B. Persons with Disabilities:

Reservation is available to Persons with Disabilities under Sec. 33 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. Accordingly, candidates with the following disabilities are eligible to apply for the posts reserved / identified for them.

Blindness or Low Vision:

Blindness refers to a condition where a Person suffers from any of the following conditions:

  1. Total absence of sight.
  2. Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses.
  3. Limitation of the field of vision subtending an angle of 20 degree or worse.

Persons with low vision means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.

Persons with Hearing Impairment means loss of 60 decibels or more in the better ear in the conversational range of frequencies.

Locomotor Disability means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.

Cerebral Palsy means a group of non progressive conditions of a person characterised by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal, peri-natal or infant period of development.

All the cases of orthopaedically handicapped persons would be covered under the Category of Locomotor Disability or Cerebral Palsy.

Only such persons would be eligible for reservation in services / posts who suffer from not less than 40% of the relevant disability.

A disability certificate issued by a Medical Board at the District level consisting of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be, shall be produced.

C. Ex-Servicemen (EXS): Definition of Ex-Serviceman:

  1. Only those candidates shall be treated as Ex-servicemen who fulfil the revised definition as laid down in Govt. of India, Ministry of Home Affairs, Dept. of Personnel & Administrative Reforms Notification No.36034/5/85/ Estt.(SCT) dated 27.10.1986 as amended from time to time.
  2. Disabled Ex-Servicemen (DISXS): Ex-Servicemen who while serving in Armed Forces of the Union were disabled in operation against the enemy or in disturbed areas shall be treated as DISXS.
  3. Dependents of Ex-Servicemen killed in action (DXS): Servicemen killed in the following operations would be deemed to have been killed in action attributable to Military Service:
    1. War.
    2. War-like operations or boarder skirmishes either with Pakistan on cease-fire line or any other country.
    3. Fighting against armed hostilities in a counter insurgency environment viz. Nagaland, Mizorum, etc.
    4. Serving with peace keeping mission abroad.
    5. Laying or clearance of mines including enemy mines as also mine sweeping operations between one month before and three months after conclusion of an operation.
    6. Frost-bite during actual operations or during the period specified by the Govt.
    7. Dealing with agitating para military forces personnel.
    8. IPKF personnel killed during the operations in Sri Lanka.

Note:

  1. Candidates still serving in Defence Forces and desirous of applying under Ex-Servicemen category should submit a certificate from the Competent Authority to the effect that they would be released / retired on or before 31.08.2010.
  2. Ex-Servicemen candidates who have already secured employment under the Central Govt. in Group C and D will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securing another employment in a higher grade or cadre in Group C/D. However, such candidates will not be eligible for the benefits of reservation for Ex-Servicemen.

As the reservation for Persons with Disabilities and Ex-servicemen candidates is on horizontal basis, the selected candidates will be placed in the appropriate category (viz. SC / ST / OBC / GEN) to which they belong.

Use of a scribe / paper writer : A Scribe, to write the written test / examination, on behalf of a Visually Impaired (VI) candidate [Blind] & Orthopedically Challenged (OC) candidate [whose writing speed is affected by Cerebral Palsy], may be used.

In all such cases where a Scribe is used, the following rules will apply:

  1. The candidate will have to arrange his / her own Scribe at his / her own cost.
  2. The scribe can be from any academic discipline and should possess less marks than the candidate but in no case more than 60%.
  3. Both the candidate as well as the Scribe will have to give a suitable undertaking confirming that the Scribe fulfils all the stipulated eligibility criteria as mentioned above. In case it later transpires that the scribe did not fulfill any of the laid down eligibility criteria or had suppressed material facts, the candidature of the applicant will stand cancelled, irrespective of the result of the written examination.

Candidate using a Scribe will be eligible for extra time @ 20 minutes for every hour of the examination. Such candidates should visit our Regional / contact Office as given in para 10 and get the name of scribe authorized by them one week before the test.
